Details
In bug 1203159, all DevTools files are relocating up to the app directory, so they are no longer available to WebappRT by default (they would all be under /browser).
We'll need to devise a special mechanism for WebappRT to reach these files if we want to revive the DevTools server over here.

Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
