This is a pretty rare thing I know that Greasemonkey does it though. We've got ways to add in stuff to the add-on page and add-ons can generate their own page. I think that providing the ability to run content scripts on privileged pages as documented in bug 1304021 might be of more use, although that bug is currently aimed at some more privileged add-ons.

This use case seems limited, the only one I know of is Greasemonkey although other extensions may. WebExtensions can add their own preferences using options_ui, create a new tab or window or use a browser_action. With so many other ways to do it, the value of doing this seems limited.
