This tracks implementing a light-weight pre-canned newtab page in the case a user installs firefox offline
Awesome. Glad to see this. A user opening up a new tab and see blankness makes for a horrible user experience. If we can prevent that, we should.

We can also use this strategy to recover from fatal errors on the remote side, if that should happen.
