I'm not happy with the File menu structure, and I see two approaches:
1. new navigator window should not appear in the root file menu
2. non-browser options should not appear in the file menu at all
The first option would be much simpler to change. I'm sure I remember early
builds didn't have new window at the top level of the File menu, and it was
added at some stage. This looks bad, takes up more space, and is redundant, as
it appears in File->New as well. I guess this is aimed at Netscape 4 users, but
it looks quite bad.
The second option would be to remove any non-browser related things from the
File menu like File-New->Message. If you want to send a new mail it's pretty
clear that you open the mail component (usually by clicking the envelope in the
bottom-left corner) and go from there. This would make the browser component a
little cleaner (look at Galeon's file menu).
I guess this has already been discussed (despite being unable to find any bugs
about it), and you've already decided to go the current way, but the existing
solution really is an ugly compromise. If it has been discussed previously,
please point me to the mail archive or newsgroup rather than flaming me.

Of all these, this bug looks closest to BZ 63134. Is this the one you were
referring to? I think point 1 is related, but point 2 isn't, so I'd prefer it
wasn't a duplicate, but it's your product. I guess if you did 63134 I wouldn't
care so much about this issue/suggestion.

had a bug to rearrange this

Please update this bug in accordance with new menu structures as of builds 0403
and later. This should now be WFM, INVALID, or the description as reported and
commented on needs to change.

This bug still exists with the menu rewrite. The non-browser "New" commands
have dragged "New Navigator Window" (bug 135571) and "New Navigator Tab" (bug
116987) out of the top level of the file menu. I think the best way to fix that
is to first fix bug 135571 and then eventually fix this bug by replacing the
submenu with the single item "New Navigator Tab".

Now I'm confused. This bug wanted one of two things:
1. New navigator window should not appear in the root file menu. It no longer
does (it now appears in a "New" sub-menu). This is now WFM, INVALID, or FIXED.
2. Non-browser options should not appear in the file menu at all. The only
"non-browser" option I can think of still in the File menu is, possibly, New
Blank Page to Edit - since this is part of Composer not Navigator. If this is
enough to keep the bug open, it's description should be changed to move "New
Blank Page to Edit" out of the File menu.
As for comment 7: The "New" commands are not non-browser commands. At least
not any longer. At least 2/3 of the "New" commands in the latest builds are
definitely browser commands. Also, fixing bug 135571 is directly at odds with
fixing approach 1. of this bug. (This bug wants to remove "New Window" from the
top-level File menu, that bug wants to keep it / put it back.) So, this bug
cannot be fixed by fixing the other. (Unless you're voting against this bug?)

Jason: I'm going by the summary of this bug ("file->new->message should not
appear in browser component"), not the description. It would not make sense for
me to vote for or against the description of this bug, which was "New Navigator
Window is in the file menu twice".
Build 04/03 on Windows 98 has "Message" and "Address Book Card..." in the New
submenu of the file menu. Do those not appear for you? Are you using a
Navigator-only install?

Right - in that case the summary should be changed as it obviously doesn't
describe the content of this bug and was mis-titled. At least I would think so.
(Otherwise the whole 4 paragraph description of the bug is in error...)
Michael: What is the actual intent of this bug?
As for not seeing Message and Address Book Card, you are correct that I am using
a Navigator-only install. (That those are also there when Mail is installed
probably clears up some of our mutual confusion over each other's posts.)

Dup of bug 37537, "New Navigator Window on File menu twice", based on original
description. I filed bug 135804 to remove the New submenu because this bug got
messy.
