+++ This bug was initially created as a clone of Bug #1182722 +++

In bug 912121, we are planning to reorg DevTools code under a new top-level /devtools directory.

The migration plan for just code itself looks roughly like:

* browser/devtools -> devtools/client
* toolkit/devtools -> devtools/shared

Dwayne, how does this impact the locales on pootle on merge day?

Does it help if we move things on the repository side of things?
