This tracks the landing of the code required for the v2 version of the remote newtab page.
This adds functionality needed to power the search bar, amongst other improvements

However, this still doesn't have all of the functionality we want removed outside of privileged context: the tiles decisioning, i.e. decided what shows on the tile grid, will still be done within the privileged context
