Details

This is a slightly wasteful workaround, but it helps a lot with parallax background jitter on OS X (bug 1209970). This approach won't improve anything for APZ-controlled smooth scrolling or fling animations.
This seems like bending over backwards to deal with what is inherently going to be a busted way to implement parallax. I'd rather come up with a good story for implementing parallax with CSS and evangelize the heck out of it.
This is basically covered by the changes dvander is making in bug 1192919, so I'll dupe this over. Feel free to reopen if you disagree.
