A large chunk of these are in browser/installer and b2g/installer:

The latter was clearly copied from the former, so maybe we can consolidate those somewhere.

*/installer is totally out of the moz.build processing. Specifically, there is no moz.build for them, and adding one will undoubtedly open a big can of worms. I'd suggest forgetting about them for now.
