In bug 1197749, RemoteControlService.jsm uses nsINetworkManager to get active IP address for user to connect. On partner's solution not based on Gonk, we need another interface to get current active IP address and get notification if IP address status change.
No need to get active IP address, use presentation API to broadcast directly. Set to resolved won't fix
