I think (1) is a bug, but (2) is working as expected, but let's ask Bram who designed this flow and knows best.

It may seem annoying and intrusive to have a notification that always appears, but that’s the point. This notification is only seen in a very specific situation (ie. if user has added exception), and only until the site has fixed its issues. In the future, we should make a plan to remove the notification from the bar to the Control Center. > 2.
