I think I understand your problem.
Steps to reproduce your problem :
1. Open a html file in Firefox
2. Go to about:preferences
3. general > homepage section
4. Click "Use Current Pages"
Now when you click homepage button, both preferences tab and your desired homepage tab is opening.
Steps to avoid this :
1. Open a html file in Firefox
2. Copy the url of that page from address bar
3. Go to about:preferences
4. general > homepage section
5. Paste the page url
Now it should work.
Detailed explanation:
When you click "Use Current Pages" button, Firefox adds all open tabs' url as homepages.
If you look closer, you will find "|about:preferences" at the end of the url box when you click "Use Current Pages"
I have reproduced it on Linux 32 bit, with latest Firefox Nightly 45.0a1
Build ID 20151207030210
User Agent Mozilla/5.0 (X11; Linux i686; rv:45.0) Gecko/20100101 Firefox/45.0

well, I have both affirmative and negative opinion about this issue.
the button says "use current pages" not page. so it is supposed to add multiple pages.
[1] but how can homepage be multiple pages ?
[2] even if it is adding multiple pages, it should not add the about:preferences page itself.
about fixing, I will say, either
[1] change to "Use current page" and allow only one tab/page to be homepage.
[2] remove the about:preferences page from that list.
temporary fix for reporter is:
-----------------------------------------------------------------------------
1. open your desired homepage, and copy the url
2. visit about:preferences
3. paste your only url to the homepage field.
many thanks
Summary: When I click Home button the Options tab starts up as well. My Home tab is a htm file on my computer. This has never been a problem before. → "Use Current Pages" under about:preferences > General adds the about:preferences tab itself to the homepage url list
