Well the answer is pretty straightforward: it's a regression after SiteSecurityServiceState.txt was introduced. Before you can just use "Forget about this site" to clear HSTS records (no idea which file is responsible to these kinds of records though). Even though it's kinda pointless, I did a mozregression bisection just in case, and the result is no surprise.. https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=db7212847c14&tochange=9fd98385062e Pretty sure it's because of bug 775370
