The Net Installer should suggest default proxy settings (selected for easy
overwrite) fetched from the system or an existing Mozilla installation.

same as bug 117268?

If we do this, we should find several sets of settings, present them so the user
can pick the correct one. We had lots of problems implementing "installer writes
settings to profiles", so it is easy to get this wrong.

Seamonkey and Firefox are using a new NSIS based installer. resolving this old bug, please reopen if you still get this with the new installer
