Delete app/website from Apps then opening content before banner disappear, there will exist two banners at the same time
[Reproduce Steps]
1. Launch Apps -> Web Apps/Dev Web Apps
2. Adding any app/website to Apps
3. Delete this app/website from Apps
4. Before banner disappear -> Opening content

This doesn't seem terrible, but if these get changed to be horizontal (bug 1241422), this could result in collisions/overlap.

I would say it's a minor issue because it's not so easily to see this unless the user clicks fast. I feel it could be fixed post 2.5.

Since web apps won't in 2.6 scope, this issue is not valid anymore after removing web apps from our build.
