[Tracking Requested - why for this release]: Layout is broken by regression

STR:
 1. Open standalone.html attachment 8710335 [details] of Bug 1241394
 2. Try to scroll by wheel

ACTUAL RESULTS:
Layout is broken. There are no tentacle curl effect.

EXPECTED RESULTS:
There are tentacle curl effect.

(not stated explicitly, but implied by flags/resolution: this is WORKSFORME in trunk as well. I think Alice was only hitting this on Aurora branch.)

(I can't scroll attachment 8710335 [details] in trunk (per bug 1241394 comment 8), but I can confirm that I see a loop of scrolled paper at the top, which I think is confirmation on my end that this part is WORKSFORME.)
