Bug 1109475 adjusted SafeBrowsing URLs to always use https; but AFAICT, and notwithstanding the generic "Toolkit" product name of that bug, the pref values changed were all in source files specific to Firefox, FxOS and Mobile.

We should complete the work for SeaMonkey, where on 2016-01-09 (last linux-x86_64 trunk nightly to date, and now already one version behind current mozilla-central) the URLs in browser.safebrowsing.* pref defaults display a mixture of http:// and https:// values.
Tony,

please check Bug 920951. I think this one here is a duplicate. I put a second path there but it's no good without an api key and even with it safebrowsing is still broken (used the Firefox one for testing).

Hmm… Hard for me to tell. Let's set "see also" for the time being and see if the people working on bug 920951 decide that it's a dupe.
Bug 920951 converts all the safebrowsing URLs to https:// except for one:

> pref("browser.safebrowsing.warning.infoURL", "http://www.mozilla.org/%LOCALE%/firefox/phishing-protection/");

You might want to DUP this to 920951 and fix browser.safebrowsing.warning.infoURL over there.
