FTR, Bug 1201331 implemented the tabs menu for Firefox Desktop. You can find the UX spec attached to that bug.

AFAIK, this spec is for 2.5. May we use this spec as a finalized version for 2.6 Tab Sync development?

Thanks Sean. You can use this spec for Tab Sync development. This feature was originally in 2.5 but descoped due to limited time. I don't see there's a need to change design unless feasibility issue.
