Users are going to get migrated from Fx42+ so we can probably remove the migration code now as it's somewhat risky (potentially causing dataloss like in bug 1242176) if it regresses.
We should leave migration code in ESR45.

Yeah. This makes sure anyone upgrading from the previous ESR has a chance to have the migration run. Would be fine to uplift to 46, but I don't care strongly.
