inactive scroll bar not grayed out in browser windows

Details
Open preferences after displaying a web page and the inactive window's scroll region is not grayed out [made inactive visually] as it should be.
Also preferences will display double scroll arrows at top and bottom correctly, but a browser window will only show single scroll arrows top and bottom even though system prefences work correctly for other browsers like iCab.

hmm, the double arrows the in the pref should be a bug and but i can't see that
on win2k with a current build..
The inactive scrollbars are bug 54488
-> XP Toolkit (or Preferences)

the double arrows is a bug on file (owned by mstoltz@netscape.com).
The [in]active scrollbar is 54488
