Steps to reproduce:
1.Launch the simulator and navigate to “Dev Web Apps”.
2.In “Dev Web Apps” navigate to “Surfline”  and press “OK”(“Enter” key on the keyboard).
3.Navigate to "HD Cams & Reports" then go and select “Cam of the Day”.


Expected results:
There are no layout or display issues.

Actual results:
A message error is displayed.

Note/Issues:
Environment: 2.5 Simulator.
This issue is reproducing in -dev server.
This issue is also reproducing randomly to different zones.

This might be the content issue

Since web apps won't in 2.6 scope, this issue is not valid anymore after removing web apps from our build.
