Moving from M9+ to just + because this bug is not directly actionable. Also change owner from poiru to bsmedberg.

Barbara and bsmedberg signed off on e10s stability on 2016-06-29 and 2016-07-01, respectively. During Beta 48 testing, the non-e10s crash rate was 5.34 crashes/khour while the e10s crash rate was 5.20 crashes/khour. Unfortunately, the e10s plugin crash rate is higher than non-e10s (12.59 vs 9.53 plugin crashes/khour), but blassey says plugin crashes do not block e10s release. https://wiki.mozilla.org/Electrolysis/Release_Criteria#Stability
