Bulk assigning P3 to all open intermittent bugs without a priority set in Firefox components per bug 1298978.

:fitzgen, I see you authored the test in this bug which is intermittent. I have a case where this reproduces much more frequently, linux64 debug on 16.04 (not 12.04- I am working on getting our tests running in the upgraded environment): https://treeherder.mozilla.org/#/jobs?repo=try&revision=442aa421aa40a69a124413b6546c486210b728c1&group_state=expanded&filter-searchStr=xpcshell&selectedJob=65308736 (look at xpcshell-10 failures) looking at the test, I really don't understand what is going on- any ideas you might have as to why this is failing not very often in automation and more frequently on 16.04?

I think we can safely remove this test. I have no idea why it would fail more or less often on 16.04 vs other platforms, however.

:fitzgen, do let me know if you mean to disable the test for a specific platform vs doing the deletion of the entire test file.
