After looking at the things that we want to accomplish with recipes and actions, we've decided that having a list of actions per-recipe doesn't make sense anymore. Instead, each recipe will have a single action, and the action code itself will handle all the individual things a recipe does. Basically we need to change the ManyToMany on the Recipe model to a ForeignKey, and fix everything that breaks as a result of that.
