I and Makoto-san discussed this bug.
On GTK, windowed plugins must connect signal handlers directly, not via our module. Therefore, we cannot steal each keyboard event before plugin handles the keyboard event. So our conclusion is, we cannot fix this on Linux.
If our conclusion is wrong, please reopen this bug.
