It's an important UI issue. Reproducible during download progress.
I changed component. Because the XUL people seem to be inactive.

You should open Download Manager(Ctrl+J) in background.
Steps To Reproduce:

Open Download Manager(Ctrl+J)
-
Download something big data
e.g, https://releases.ubuntu.com/20.10/ubuntu-20.10-desktop-amd64.iso -
Open Bookmarks subfolder in the main menu or open folder of Bookmarks toolbar etc.
-
Right click on a bookmark
-
Mouse hover a places context menu menuitem.
--- observe highlight the menuitem -
Do not move mouse for a while (download is in progress)
--- observe
Actual Results:
The highlight disappears when the download progress bar changes

Does this not occur after all given "INCOMPLETE"?
I don't know what is Download Manager, but I tried with "Show All Downloads" and couldn't reproduce.

Since no one seems to be able to reproduce this. So, It is no longer necessary to track down this bug.
And I have following workaround.
- remove the download toolbutton from toolbar
- close the download manager

- Open new private window (Ctrl+Shift+P)
- Start download any file
https://jp.ubuntu.com/download/thank-you?version=20.10&architecture=amd64&platform=desktop - Open Download manager (CTR+J)
- Open bookmarks menu
- Right click on a bookmark so that placescontext menu will pop up
- Mouse over the placescontext menuitem
- Wait for a second
