Details
After bug 1168891 and bug 1263578 are landed, all the platform utilizing AccessibleCarte are using swappable carets.
If we're 100% sure that other platforms like Windows (bug 1195722) or iOS never need non-swappable caret, we can remove the support for non-swappable carets.
More precisely, we can remove the pref "layout.accessiblecaret.allow_dragging_across_other_caret" and the code guarded by |!sCaretsAllowDraggingAcrossOtherCaret|.
