Steps to reproduce:

1. Start latest Nightly
2. Open DevTools with Firebug theme


Actual results:

Firebug theme cannot access to toolbox options and controls if window is narrow.


Expected results:

Firebug theme can access to toolbox options and controls at least window width 800px.

Has this been fixed by the recent tab bar changes ?

Fails for me on Windows in 52.0.1 and works as expected, i.e. toolbox options are accessible and tabs are shrinked, in Nightly 55.0a1 (2017-03-23).
So, this looks fixed to me.
