Steps to reproduce:
Open a page with an image with a "title" (<image title="...">. Move the mouse over the image, this should elicit a small pop-up with the image title.
Actual results:
Pop-up shows, but text is dark gray (#242022) on a dark brown background (from approx. #2b2622 to #3b342f) and this very hard to read.
Being a daily reader of XKCD and SMBC comics, the "hover" check has become a reflex, if the popup had has been unreadable yesterday I think I would have known. So this change happened today, and coincidentally Ubuntu pushed a Firefox release last night:

This also happens if I start Firefox in "-safe-mode", so extensions/themes
Expected results:
The popup should use either a light text or a light background

I'm experiencing the same issue in 46.0 on two separate Kubuntu 14.04 installs. It changes the background colour of selected tabs to black in addons like Tree Style Tab as well as hovers, so the text is invisible.

Very similar issue here, since "firefox/trusty-updates,trusty-security,now 46.0+build5-0ubuntu0.14.04.2 amd64" was released in late April. I know someone else who also reported it on forum.ubuntu-fr.org.
Impacts Ubuntu 14.04 (not 16.04 - 46.0+build5-0ubuntu0.16.04.2 is fine).
What I could notice on my end:
- all tooltips balloons display with black text on a dark grey background (hardly readable!).
- colors in the bookmarks menu also changed. E.g. with horizontal separator lines, which used to display in white (or light grey?) and now display in black. This new color (black) also affects lines surrounding fields like the address and search bars. Surprisingly horizontal lines in other menus (File, Edition, Display, etc.) display differently: they look like a "double line", grey above, white below, touching each other, with colors fading to the background color on each (left and right) end of the lines. In comparison, on Kubuntu 16.04, all lines (bookmarks menu & other menus) display as a grey line (= consistency).
- "buttons" (I mean the drawing showing up when I hover my mouse on any bookmark in the personal bar) narrowed to such an extent that the line surrounding a bookmark almost touches both the favicon (to the left) and the text of the bookmark (to the right).

1. notice the strange surrounding of the "Nom" (Name) and "Etiquettes" (Labels) fields.
2. black lines surrounding the address and search bars I mentioned previously are visible.
3. narrow buttons I mentioned previously are visible (check the "Supprimer le marque-page" button above the "Nom" field).
Let me mention I didn't change anything to my desktop theme, all these changes came with FF46 for Ubuntu 14.04.
LAST REGRESSION I noticed with THIS build of FF46 (but a bit out of scope of this very bug): in any file selection window (Save As, Open File), as soon as I left-click a file, it's being dragged as I move my mouse cursor away, AS IF I were still pressing the left button of my mouse - which is not the case. I have to press Esc to get out of this dragging mode. Very annoying...
As all these regressions seem to only impact the Ubuntu 14.04 build, should we report it at launchpad.net as well?

I suspect this is the same issue as bug 1250704. Currently that is fixed only on Nightly 50. The fix is waiting approval to be applied to Dev Edition 49.

This sounds the same as bug 1268395, a bug in oxygen-gtk which has been fixed in that theme engine.

Yes, please request that Ubuntu apply the fix to oxygen-gtk.
For the color and button size issues. Compare rendering of similar objects in gtk3-widget-factory and/or gtk3-demo. If there are significant differences then please file separate bugs. However, if the issues only demonstrate with the oxygen gtk theme, then they will not be high priority because oxygen-gtk makes a number of assumptions that are not valid in general.

It doesn't seem to be fixed (at least with package gtk3-engines-oxygen 1.3.5-0ubuntu1 amd64 I have) as I'm still experiencing this bug today. However I've just noticed that a workaround exists (https://bugzilla.mozilla.org/show_bug.cgi?id=1268395#c15) - confirmed from my end.

Thanks for the guidance, I would have loved to test but apparently none of the gtk3-* packages you mention are available for installation on my system (Kubuntu 14.04.4) :/

UPDATE: I was finally able to find program gtk3-widget-factory in package gtk-3-examples :) However I'm not experiencing the tooltips colours issue there (two tooltips are present on tab "Page 2" ; the forefront (white?) and background (dark grey?) colours work nicely together).
Phew... a WORKAROUND at last! :) Easy to implement on Kubuntu 14.04 (kdelibs 4.13.3):

I prefer sharing a screenshot that can be understood by anyone rather than guessing what the English translation actually is. However the translation should presumably be (from top to bottom on my screenshot):
- "Standard colo[u]rs"
- "Tooltip background"
- "Apply" ;)
No need to restart Firefox afterwards, the change is immediate.
