User Agent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/49.0.2623.108 Chrome/49.0.2623.108 Safari/537.36 Steps to reproduce: In my self-made theme on GTK3, scrollbar doesn't hold its color when scrolling. When clicking on it, it changes its color as necessary, but after moving it, it's color doesn't remain highlighted and changes back at basic color. Another programs on GTK3, like DeadBeef and GNOME Monitor, work correct. I've recorded the video for showing the comparison of scrollbars.

Thanks for the nice screencast. I'll dupe this to bug 1261576 because there are others watching that.
