The goal is to enable decoding tasks to run on both content and gmp processes with minimal changes. By doing so, we are able to report a decode error to the user when the gmp process crashes instead of screwing the whole page and thus improving stability and user experience. This meta bug is used to track related work items.

We're moving to doing decoding in the GPU process and a separate process on Android. So closing this bug here as it's no longer on the roadmap.
