STR:
1. Open https://www.youtube.com/
2. Open inspector select <body>.
3. Open ruleview, open pane with pseudo-class lock options. Check ":hover" and ":active"
4. Uncheck ":active" then with minimal pause uncheck ":hover"
5. If ":hover" enables again, uncheck it again
AR: ":hover" becomes enabled again after Step 4, and after Step 5
ER: ":hover" checkbox should stay unchecked after Step 4
This is regression from bug 1224121. Regression range:
