This looks really similar to Bug 1264783

I can only reproduce this when the count is in double digits, i.e.: - Open 10 tabs - Long-press on a link / homepanel item, select open in new tab. -> Tab count flickers.
Switching to hardware layers for the tabs button also fixes this, therefore marking this as duplicate of the other tab button issue.
