e.g. roaming, metered, etc. Constraint: we need to upload at least once a day for engagement numbers. For some inspiration, Sebastian, in [1], suggested uploading on metered only if the user has never connected to an unmetered network before. Note that this would add a lot of complexity however (e.g. the user connected to unmetered 3 months ago but never since). It might make more sense to build this into the TelemetryScheduler.
