I could not reproduce the issue on the current release (46.0.1) or latest Nightly (49.0a1). Could you install the latest Firefox release (https://www.mozilla.org/en-US/firefox/new/) and retry?

If still reproducible on your side, please check with a new profile (https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles) and/or Firefox Safe Mode (https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode).

I separately with a new configuration on the release version and Nightly tested.
Found to have problems in the Nightly, the premise is to quickly scroll multiple times.
Next, scroll background will delay for several seconds.

So, you could not reproduce anymore the initial issue?

I could also reproduce this on Nightly both on Ubuntu 15.04 and Windows 10 only with e10s enabled. The scroll background delays indeed.
Could you reproduce the problem if you disable e10s in Nightly?

The test case uses background-attachment:local, which needs APZ support. That is tracked in bug 1267656. We can probably dupe this bug over to that one, although for now I'll just mark it dependent since I'm not 100% sure if the patches for that will fix this.
