Bug 1275407 was intended to fix something specific to GTK 3.20, but Fedora 23 doesn't has 3.18. Similarly Ubuntu have been sensible enough to stay clear of 3.20. What theme was in use on Fedora 23 and Ubuntu? What was the Ubuntu version?
Looks like my bug is not the same as #1275407. There is no scrollbar at all as you can see in attachment. My Fedora version is 24 now and I can not test on F23. Ubuntu is 16.04. Both on standard light Adwaita theme.

Unfortunately, I can not test on Ubuntu anymore. But I have one note: it seems scrollbars are ok in ff developer edition.
Thanks. I'm not clear exactly what fixed this, but it seems a similar issue to bug 1272951, which was fixed in bug 1234158.
