Similar to bug 1263841, we should let memleak.sh ignore TLS 1.3+.
r+ for the patch. But I'm still a bit concerned about simply disabling them for 1.3. I filed bug 1281707 to look into new ways of doing memleak tests to cover TLS 1.3 as well.
