The security icon only reflects the security and encryption properties of the 
first tab when tabbed browsing is used. If you click on it for the information 
pop-up, this window also lists security and encryption properties for the first 
tab rather than the active tab.

To reproduce:

1. Open an unencrypted page on the first tab.
2. Create a new tab (Ctrl-T)
2. Open a secured (https) page on the new tab. The "lock" icon will show 
as "unlocked", and clicking on it will give you information about the page on 
the first tab rather than the current page.

Mozilla build 2002022503, Windows 2000. Occurs with either theme active.
