Bug 1281179 is currently creating Ubuntu 16.14 images. We should attempt to switch our Docker images to use the new ones as this will save maintenance on these, and give us a more minimal base. For the functional test, this may be as little as updating the docker image source to use the new ubuntu ones. For the main docker images, we'll probably need to throw away most of it, base it on the functional tests, but add in the Google Chrome dependencies and extra environment variables.
