The WebVR 1.0 spec defines an association between gamepads enumerated by the Gamepad API and a VRDisplay enumerated by the WebVR API.
This is done with a new gamepad attribute, displayID, which matches the value of a corresponding VRDisplay's displayID attribute.
NOTE: There is likely to be changes to the spec, affecting the value of displayID for gamepads not associated with a VRDisplay.

We will hold off on committing this, and land the rest of WebVR 1.0 (Bug 1250244) separately.
Note that if the non-associated gamepad's are defined to have a value of "undefined" for gamepad.displayID, this patch will not be necessary and no changes to gamepad API will be required until we support HTC Vive or Oculus Touch controls.
