Steps to reproduce:
1. Start Nightly on Windows
2. Open DevTools > Inspector > Rules
3. Focusing in devtools-filterinput
Actual results:
Focus style for keyboard navigation does not work on Windows. It works on OS X and Linux. Please find attached file.
