Due to the banking icon in containers being a dollar sign it isn't possible to localise this.
Could we consider using just a generic money icon instead?

I personally like the pillared building.. Maybe a coin going into a piggy bank?

Pillard building sounds good to me too. But, is that localized? Will most countries view that as a sign of a financial institute? Same question comes up with a piggy bank, which is also not a bad idea.

All these are valid options, but we have to consider the fact that the icon will need to be comprehensible at small sizes. This means that it needs to look distinct relative to other container icons, be themeable (so you can pick a colour) and has no extraneous detail.

Looking at these samples:
* The pillared building and wallet don’t have a distinct enough shape and may be mistaken for something else
* Money bag instantly reads “this is for money stuff”, but in order for it to work, we absolutely have to have a dollar sign
* Coin also conveys money and has a unique shape. Can we make it work without some sort of a colour gradient or dollar sign, though?
* Piggy bank has the most distinct shape. If it’s a concept that translates across cultures, it may be our strongest candidate. But keep in mind that pig is considered forbidden in some religions (I have no idea if this will impact usage, though).

Some of the icons on noun project lend themselves a little further to being simple, I used inspect to change the images to 16x16px and picked ones that still stuck out as banking etc.
Wallet and card certainly is hard to distinguish at 16px.
Coins:
https://thenounproject.com/search/?q=banking&i=39487 (This would probably look much more like coins if it was wonkier stacked)
Pillared building:
https://thenounproject.com/search/?q=banking&i=564898 (at 16x16 the $ isn't visible at all and could just be a squiggle, dot or motif perhaps that could be visible at bigger sizes)

I don't think the stacked coins approach would work as it looks pretty similar to icons that represent databases [1].

Agreed, at 16x, the wallet and card icons don't translate well and are really hard to distinguish what they exactly mean. I scrolled through the thenounproject.com website and couldn't really find a good wallet/card icon.
I really like the piggy bank [2] but as Bram mentioned above, I'm not sure how it would translate in certain religions/locales.
Another possibility to solve the currency dilemma, is perhaps dropping the signs all together and using something like a stock indicator [3] which is pretty much globally known.
