This happens with several commands: measure, rulers, eyedropper, ...

STR:
- open the toolbox on any tab
- open the gcli devtoolbar
- type this command: rulers
- the rulers appear correctly
- type the command again to hide the rulers
- close the toolbox
- type the command again to show the rulers

An error appears in the browser console and the rulers aren't shown:

TypeError: this.conn._transport is null

This is similar to another known issue that triggers transport issues in GCLI, bug 1196189.  This is a slightly different STR, so perhaps best to track this separately.

Per bug 1491875, this component has been closed, and the affected code is being removed from Firefox. Closing this bug as incomplete.
