Send tab to device is under a pref right now (services.sync.sendTabToDevice.enabled).
This pref is activated by default on Nightly only.
When we feel confident that we can give a great user experience we should remove it and let the feature ride the trains.
This probably means at least that we have Android sending/receiving push messages (bug 1295348).
