I cannot reproduce this with the symptom you described "spinning in the beginning". But it is choppy to play with this kind of videos. I think the solution should be using shared memory. So set the dependency on bug 1295106.

Yes. The choppy video James mentioned in comment 1 is fixed in bug 1299068.

Tested with several devices after bug 1299068 was fixed on latest Nightly (2016-12-21). The issue is fixed on Nexus 5 (Android 6.0.1) and Honor 5x (Android 5.1.1). But on Lenovo A536 (Android 4.4.2) the video is not playing and is displayed the following message: https://i.imgur.com/RYKrJnw.png. And even I tap ok, the notification reapers.
