STR: 1. Open attachment 2 [review]. open inspector => observe the event is not displayed. 3. click in the page => observe the event actually works :)

It should appear on the <html> node, which is what we do for events added to window too. @Mike: can you test if this is a regression or if this has always been here? And describe what you think is the way to fix this? Setting as P2 for now.

I worked on the duplicate during an all hands and there is a working patch. I will continue my comments in that bug.
