Details
Bug 1069829 moved declaration validity checking to the server, but kept
a fallback path for older servers. This fallback currently necessitates
a require("chrome") and an import of domutils in text-property.js.
However, to work properly in content we'll want to segregate this,
probably in devtools/shared/platform.

This is obsolete given the patch in bug 1291866, which already handles this case.
