In order to generate a top sites title from the URL (see bug 1299201) we need to strip the public suffix from it. nsIEffectiveTLDService.idl already provides this functionality and it would be nice to access it from Java code (if it does not require to startup Gecko).

We implemented a different solution in bug 1299201.
