While deprecating referrer policy in CSP and moving support to the RP header, we should make sure that all related code is *outside* of if (csp) { … } code blocks. See here to start: http://searchfox.org/mozilla-central/source/dom/workers/ScriptLoader.cpp#1218
I must have mis-interpreted the code. After talking with ckerschb, we decided the bug is invalid.
