Current Step to open Edit & Resend: 1. Open MENU > Developer > Network 2. tap a row and switch to Headers tab screenshot http://i.imgur.com/XFnxdfF.png
It's related to Bug 1307667 - [UX] Unifying HTTP inspector UX between netmonitor and the new web console Since we'd move some sidebar panels to inline view, its worth to make some decision if we want put edit & resend in sidebar or somewhere else.
