See the attached screenshot (Chinese). It is a zh-CN Firefox 47.0.1 on Windows 7. The about dialog shows it is up to date, but apparently it is not. (The latest should be 49.0.1 at this moment, right?)
I have no idea why it doesn't upgrade. I tried to start it with a new profile, and it still doesn't upgrade, so presumably it is not because of config change.
This computer is in the same network as mine, so it should be able to access the upgrade site.

Hmm, looks likely. It doesn't seem to me that machine has WebSense installed (from the paths indicated in the two bugs), however it doesn't seem that the detection itself is deployed either. I don't see either "(websense)" or "(nowebsense)" in the update url pref. Probably lack of "(nowebsense)" in the update url is the reason.
